In the six years that have passed since the beginning of the Syria crisis, a substantial amount of knowledge has been generated, tested and improved by a wide range of partners – governments, local partners, and international organizations involved in the crisis response. Syria’s neighboring countries have particularly played a relevant role in addressing the demographic shock by developing new policies, allocating domestic resources, expanding national and subnational systems, establishing innovative partnership frameworks, amongst others. This national investment has been central in the response to the crisis and it is very well reflected in the various country response plans of the Regional Refugee & Resilience Plan (3RP).

The next generation of crisis responses, as anticipated by the recent World Humanitarian Summit, will largely rely on enhanced national capacities to cope with, adapt to and recover from a wide range of shocks. In this context, investing in knowledge will be central for resilience-building.

To support nationally-led and nationally-owned response; the Regional UNHCR-UNDP Regional Joint Secretariat is tasked with supporting regional cooperation at the governmental level by facilitating knowledge sharing and learning amongst national counterparts engaged in the coordination and preparation of the 3RP country plans. Governments in the region, in spite of some country contextual differences, face many of the same challenges, most notably the accommodation of large numbers of refugees and the social, economic and fiscal challenges associated with that process. Practices, which have been effectively adopted in some countries, may be prove similarly fruitful in others (perhaps following adjustment relevant to country context), and experience-sharing is likely to improve national efforts for more effective responses.

Through the UNDP consultation processes in the lead up to both to the 2014 3RP Launch in Berlin and the Resilience Development Forum in 2015, and the Resilience Building Week in 2016, governments in the region have emphasized the importance of establishing such cooperation platform to facilitate knowledge sharing.

Duties and Responsibilities

To address this request, the UNHCR-UNDP Regional Joint Secretariat will organize a government retreat in Dubai, with the objective of bringing the latest government knowledge of the response. The retreat will take place on 05 and 06 of December 2016 with the participation of around 15 senior government representatives from the five affected countries to share good practices and lessons learned on a wide range of topics, such as:
ntra and inter-­-Governmental coordination to address the impact of the Syria crisis; Partnerships with the international community;

The role of NGOs in the crisis response;

Partnership with the private sector;

Policy and approach to refugees;

The mobilization of resources for the response and national plans;

Regional cooperation between nationalactors.

This 3RP Knowledge Sharing Governmental Platform aims to provide a platform for such discussions to take place. It will bring together the five governments of the region most affected by the Syria crisis for a knowledge sharing exercise – with the further aims of generating new pathways, networks, and lines of communication between national actors, and developing a roadmap for future knowledge sharing in the regional response.

Outcome of the retreat:
A 3RP Knowledge Sharing Governmental Platform is established;

Good practices and lessons are identified and constitute a first knowledge corpus;

New pathways, networks, and avenues of communication between governments involved in the 3RP are established;

A draft roadmap for future knowledge sharing in the regional response is adopted;

Report back at the launch of the 3RP in Helsinki on outcomes of the knowledge-sharing meeting.

Scope of work and deliverables:

In particular, the duties include:
Facilitate the government retreat through preparation of content, structure of discussion, coordination with the UNHCR-UNDP Regional Joint Secretariat, familiarity with the actors participating and ability to extract key messages;

Ensure gathering of background documents and distribution and collection of support documents, such as the agenda, participants list, presentations, written speeches;

Advise rapporteur and give input on all sessions to facilitate the production of the report.

Deliverables and results:

Ensure the success of the government retreat through preparation, consultation with the UNHCR-UNDP Regional Joint Secretariat, and coordination with participants at the meeting;

Ensure proper documentation of the workshop, such as the agenda, presentations, written speeches and working group discussion reports are arranged and properly delivered;

Give input to report deliverables including conclusions, key recommendations
